Look up the launchers in-game. There is this new awesome feature called compare in-game under the contract. Tech II cruise are slightly better than DG if you use tech II ammo, if not they are in line with all the other items. Slightly better than best named.

Well, I have a slightly different setup. Offense is the best defense: LOW: 3x BCU IIs 1x Damage Control 1x PDS II Mid: 4x Rat specific hardern Tech II !!! Your math is off by a lot, the 5% is not really 5% as the tankability versus the Drake clearly point out. Two tech 1 give kinetic resists of 84.99 and 800 raw damage reduced to 120. Two Tech 2 give kinetic resists of 87.53 and 800 raw damage reduced to 99.76 A damage reduction of almost 17%

It all depends on what you are trying to achieve and how much Isk you have at hand. For the ultimate setups go with Torpedos but the tag is around 10B and you use a CNR base with full officer items.
Personally I use Tech II cruise and do ok, there are a few others who use cruise due to lack of the huge capital to move into the Uber Trop group. Cruise seems to be slightly beneficial for missions where you get a lot of smaller ships and is a LOT easier to fit than a full Damage torpedo setup!

No reason to flame Darth, fly whatever your heart desire.
Personally for missions I would never mix launchers unless some extreme desire to pop a structure without docking. Naah, even then I'd go 7x Siege launcher.
Drone aug in high-slot, no flame for that, I use the same and find it VERY handy. A few missions you gotta keep them drones in line to avoid agro where they are not supposed to go and could not without the extra range but drones are always like that.
I have never been comfortable about omni tanks for missions, always feel you better off with missions specific hardeners/aplifier.
